The Indian space agency will not test fly any living being on its two experimental flights before its actual human space mission planned in 2022, said a top official.

“We have no plans to test fly any living being like live animals in our two test flights before sending human beings into the space in our rocket,” K. Sivan, Chairman of the Indian Space Research Organisation (ISRO), told IANS.

“There are systems that monitor and relay the various conditions inside the rocket. Based on the data received, any corrective action could be taken. There is no need to fly a living being to check the conditions inside the rocket while in space,” Sivan added.

Space agencies would normally fly an animal first in an unmanned space mission to test the life support systems before putting a man inside a rocket to fly it.

As per ISRO’s plans, the Indian astronaut will be flown 300-400 km above the earth.

There will be two test flights of India’s heaviest rocket Geosynchronous Satellite Launch Vehicle Mark III (GSLV-Mk III) before an actual human being is put inside a rocket to travel up into the space.

Sivan had earlier told IANS that the first unmanned flight as part of a manned space mission will happen two years from now.

“There will be two unmanned space missions before the actual manned space mission,” Sivan added.

Sivan said ISRO was now trying to put a system in place for executing the human space mission. Everything related to the human space mission should be in a loop and hence a separate system is necessary, he said.

So far, only the US, Russia and China have launched human space flights.

Sivan said the space agency had submitted a budget plan to the central government involving an outlay of Rs 9,000 crore for the proposed manned space mission.

According to Sivan, the funds sanction for the human space mission may not be a problem as the project was announced by the government.

In his Independence Day address, Prime Minister Narendra Modi said that India will put an Indian in space by 2022 or earlier.

Indian Army Drags Dead Militant By Chains In Kashmir, Rights Activists Call It ‘Barbaric’

The Indian Army was accused of “barbarism” as pictures surfaced on Friday of soldiers dragging on a tarred road a dead militant by chains tethered to his legs, with people in Kashmir calling the act another instance of brutal human rights violation.

The army—already facing a raft of allegations over rights violations in the insurgency-hit state—has yet to issue a statement on the latest controversy that erupted after soldiers and policemen killed three militants at Dhirti village near the Kakryal area of southwest Kashmir’s Reasi district on Thursday morning.

The joint operation was conducted after militants fired at policemen in a café and escaped into the woods in Jhajjar Kotli along the Jammu-Srinagar national highway in Jammu district the previous day. The fugitives were later detected and engaged at Dhirti.

The photo of the militant, supine and facedown with soldiers pulling the chain tied to his legs, was widely circulated on Friday and attracted widespread condemnation.

Outlook tried contacting the Indian army, but hasn’t received any reply yet.

“Barbaric. This explains Indian army’s human rights conduct…” tweets activist Khurram Pervez.

Fellow activist Shrimoyee posted the picture with her comments: “Horrific images of desecration/ disrespect to bodies of enemy combatants killed in combat (gun battle with their Indian soldiers). This is a war crime.”

This is not the first time the army is facing allegations of mistreating dead militants. Shabir Hussain, an editor with a local English magazine, in his Facebook post writes: “This is a naked parade of Indian Army’s human rights record in Kashmir.”

A similar remark came from Hameedah Nayeem, who teaches English literature at the University of Kashmir. “The most barbaric conduct of the ‘most professional’ Indian Army. Have a look. Even the vilest person would respect the dead body. This conduct fetches awards and trophies in India! Any surprises?”

The “awards” were in reference to another controversy that drew international attention when it happened in April 2017. A video showed an army major driving a jeep with a man, a weaver who had gone to vote in elections, tied to the bonnet as a human shield against stone-throwing protesters. The officer was later decorated with a medal for his exemplary service in Kashmir.

A week after the successful 2+2 Dialogue in New Delhi, India’s National Security Advisor Ajit Doval is in Washington to hold meetings with top officials of the Trump Administration.Doval, who is held in high esteem by the Trump Administration, is scheduled to meet the Secretary of State Mike Pompeo at the Foggy Bottom headquarters of the State Department on Friday.

In addition to his meeting with his American counterpart John Bolton, Doval is likely to meet officials from the Department of Defence and from the think-tank community.

However, the Indian Embassy in Washington and the White House did not immediately respond to questions about Doval’s visit and his meetings.

“India is a very close friend of the United States,” the State Department Spokesperson Heather Nauert told reporters at her daily news conference. She had accompanied Pompeo to New Delhi last week for the two-plus-two Dialogue.

“We have among the strongest people-to-people ties. I think there are more than three million Indian Americans living here in the United States, so that was certainly part of the meetings and the conversations,” she said in response to a question.

The signing of the Communications Compatibility and Security Agreement or COMCASA last week, she said, was something important that had been in the making for a long time, she said.

“So we were pleased to have signed that (COMCASA) with the Indian Government because that not only supports jobs but also supports better military-to-military cooperation. They also agreed to do more work on the military-to-military front. So that was part of the conversation but also to go over there and thank the new government for our strong friendship that we have,” Nauert said.

During the meetings, discussions are likely to be primarily focused on bilateral and security in the Af-Pak region, in particular, those related to counter-terrorism.

It is understood that the visit is likely to lay the groundwork for the potential visit of the US President Donald Trump to India.

Trump has accepted an invitation from Prime Minister Narendra Modi to visit India.

The two sides are currently looking at various dates including Trump as Chief Guest at the mega Republic Day Parade on January 26, 2019.

Responding to a question on Pompeo’s trip to Pakistan, the spokesperson said the Secretary of State had some meaningful and important meetings with the new government.

Looking forward to forging a relationship with that new government, recognizing that there are, of course, some tensions and some areas where the government can work harder.

“And so those were the types of meetings that we had and we were pleased to have gone,” she said.

When it comes to stashing large caches of cash, Maoists prefer traditional methods, wrapping currency wads in layers of polythene, placing the hoards in metal boxes and concealing them in pits in remote forest areas, a National Investigative Agency (NIA) probe has revealed.

A six-month long NIA investigation has thrown up details of Maoist funding operations in 90-odd districts affected by violent Left wing extremism with the agency also tracking investments in real estate, bullion and business and money even being spent on education of children of top leaders.

The NIA investigation is expected to set the stage for a massive crackdown on Maoist leaders, their “overground” sympathisers, fund managers and businesses run by them through proxies. It is already probing around 10 cases of LWE “terror funding” for past several months and many people have been questioned.

According to a conservative estimate by different agencies, Maoists could be accessing funding of Rs 100 to Rs 120 crore every year. However, NIA is still trying to ascertain estimates.

Maoists have parked money in several ways. In some cases, money is left with the source itself and collected when required; large amounts are secreted in forest areas and in some cases with front-men. NIA says Maoists are spending the funds by investing into gold biscuits, fixed deposits and purchase of real estate. Explaining the modus operandi, NIA asserts “the money is given to real estate agents, who are perhaps trustworthy former radicals or cadre, who invest and return the money to Maoists as and when demanded”.

NIA says LWE groups extort money from individuals, small businesses, tendu patta contractors, government work contractors working on roads, bridges, and schools. And in the coal and steel producing areas, owners of stone crushers, transporters and local contractors. Then there are “membership fees” gathered from villagers, details accessed by TOI said.

Indian refiners will cut their monthly crude loadings from Iran for September and October by nearly half from earlier this year as New Delhi works to win waivers on the oil export sanctions Washington plans to reimpose on Tehran in November.

India’s loadings from Iran for this month and next will drop to less than 12 million barrels each, after purchases over April-August had been boosted in anticipation of the reductions.

The United States is renewing sanctions on Iran after withdrawing from a nuclear deal forged in 2015 between Tehran and world powers. Washington reimposed some of the financial sanctions from August 6, while those affecting Iran’s petroleum sector will come into force from Nov. 4.

India, Iran’s No.2 oil client behind top buyer China, does not recognise the reimposed U.S. sanctions, but winning a waiver from the restrictions is a must for New Delhi to protect its wider exposure to the U.S. financial system.

India’s oil ministry in June told refiners to prepare for a “drastic reduction or zero” imports from Iran from November.

“Some refiners have either already exhausted or front-loaded their term contract to a large extent, which allows them the flexibility to go to zero if required, or until clarity on the waivers emerge,” Amrita Sen, chief oil analyst at Energy Aspect, told Reuters.

Washington will consider waivers for Iranian oil buyers such as India but they must eventually halt crude imports from Tehran, U.S. Secretary of State Mike Pompeo said last week in New Delhi after a meeting of high level officials.

The Indian government, already facing a backlash over a falling rupee and record high fuel prices, does not want to halt the oil imports from Iran as the Islamic republic offers a discount on oil sales to India.

Government sources said India made this point clear in last week’s meetings with U.S. officials and remains engaged with Washington to work out waivers on its oil purchases from Iran.

“We have a special relationship with both the U.S. and with Iran, and we are seeing how to balance this all, and also to balance out the interest of the refiners and end-consumers,” said one of the government officials.

But if Washington adopts a tough line, India would have no other choice than to end imports from Iran, they said.

CUTTING IMPORTS NEARLY IN HALF

India lifted about 658,000 barrel of oil per day (bpd) from Iran in April-August, according to data obtained from trade sources by Reuters, and the cuts projected for September and October would drop the daily average over those two months by about 45 percent to 360,000-370,000 bpd.

Indian oil refiners have already given the October loading plans to the National Iranian Oil Co (NIOC), sources familiar with the loading schedule said.

Top refiner Indian Oil Corp wants to lift 6 million barrels each in September and October, while Mangalore Refinery and Petrochemicals would load 3 million barrels each for those two months, the sources said.

IOC would also lift 1 million barrel for its subsidiary Chennai Petroleum Corp in October, they said.

Bharat Petroleum Corp would lift 1 million barrels in September and skip purchases in October, a company source said on Tuesday.

Bharat Petroleum has already drawn more than its fixed volumes – the amount it is obligated to purchase – that were contracted for 2018/19, its chairman said on Tuesday.

Nayara Energy, part owned by Russian oil giant Rosneft, plans to lift 1 million barrels each in September and October, the sources said. But the refiner began reducing its oil imports from Iran in June and aims to completely halt purchases from November.

Hindustan Petroleum, Reliance Industries and HPCL Mittal Energy (HMEL) have no plans to buy from Iran in September and October, they said.

India refiners – excluding Reliance and HMEL, which do not have term contracts with Iran – will together lift about 73 percent of their fixed contract volumes from Iran by end-October, the loading data showed.

IOC, Nayara and MRPL did not respond to Reuters’ emails seeking comments.

ISRO spy case: SC says arrest of scientist Nambi Narayanan unnecessary, orders compensation of Rs 50 lakh

Former ISRO scientist Nambi Narayanan’s arrest in the 1994 alleged spy scandal was “needless and unnecessary”, the Supreme Court ruled on Friday and ordered Rs 50 lakh compensation for the scientist who had accused the police of falsely framing him in the case.

The top court also set up a committee headed by retired Supreme Court judge Justice DK Jain to inquire into the role of Kerala police officials in the arrest of the scientist at India’s space agency, ISRO, or Indian Space Research Organisation.

Nambi Narayanan, 76, had petitioned the court to seek prosecution of senior police officials for framing him in the alleged spy scandal.

Reacting to the court order, Narayanan said, “I am happy justice has prevailed.”

He said he felt “better now than earlier”, but added that there should be a time-frame for the completion of the probe by the panel appointed by the court, reported PTI.

On the compensation of Rs 50 lakh awarded to him, he said officials responsible for his arrest should be made to pay the amount and also the fine.

Former director general of police Sibi Mathew refused to comment.

The scientist was arrested after the Kerala police arrested Mariam Rasheeda, a Maldivian woman, on October 20, 1994. Though she was arrested for overstaying in India, police later accused her of being involved in a sex-spy scandal.

It was alleged that Rasheeda was the intermediary between the organisation and two more women. She was accused of passing on Isro’s cryogenic programme secrets to the women, who in turn supplied the same to Russia and Pakistan’s ISI.

Two years later, the CBI cleared all the accused, who were discharged in May 1996. CBI also filed a closure report before the court. But a change in the government re-opened the probe. The earlier consent given by the state to the CBI to investigate the case was withdrawn and the Kerala police was asked to hold a fresh inquiry.

In 1998, the Supreme Court quashed the state government’s decision. On Narayanan’s petition, the Kerala high court, in September 2012, ordered the state government to pay Rs 10 lakh as interim relief to the scientist. Later, in October 2014, action was ordered against the errant police officials.

However, a division bench reversed the order in March 2015, which Narayanan challenged before the Supreme Court. His grievance is that despite the CBI probe indicting the police officers, the state has not taken any action against them.

With AK-47, militants barge into home near Jammu; demand smartphones, food

The Khajuria family will never forget the nerve-racking moment when three militants forcefully entered their home and held them hostage for nearly two hours.Ishwar Dass Khajuria, the 90-year-old head of the family, said the AK-47 assault rifle-wielding terrorists turned up at their house in Jhajjar Kotli of Jammu’s Reasi district around 8pm on Wednesday.

“They were speaking good Hindi and Punjabi. They spoke like us. They asked us to give them something to eat. We told them that food hadn’t been cooked as yet but we can cook [for them]. They refused and then we gave them three to four packets of biscuit and some apples,” Dass said.

The militants, who escaped after attacking a check-post in Jhajjar Kotli, told the Khajuria family they had come from Pakistan and had not eaten for five days. Dass said the militants were between 20 to 25 years of age and carried backpacks.

They asked the family to give them some clothes and to switch off all the lights but their neighbours had already come to know about their presence. Dass said the militants also asked his eldest son to arrange for a vehicle because they wanted to go to Srinagar but they told them they will not be able to get any as it was late in the night.

“Then they asked us whether there is any mosque in the village and does the village have Muslim families. We said that neither we had any mosque nor do we have Muslim families in this village,” he said.

The militants seized their two mobile phones and demanded a smartphone, saying that the devices were of no use to them.

One of Dass’ daughters-in-law, Geeta Devi, fainted soon after seeing the militants at their house. One of the terrorists checked her pulse and asked the other family members to give her some water to drink, he recalled.

“They talked very nicely to us. They did not abuse any of us and assured us no harm,” said the old man, who retired from the defence services after serving in ammunition depots.

“But, they did threaten us while leaving. They said that if we dared to disclose about them to anyone, we would be killed,” he said.

Sudarshan Khajuria, Dass’ son, said the militants wanted to take his brother Abhishek with them while leaving but the family refused and surprisingly they did not object and disappeared into the jungle.

Raj Kumar of Dhirthi also had a nightmarish experience on Thursday morning when the militants barged into his house around 10am on Thursday. Kumar was working in his fields in front of his house when he saw the militants talking to his wife as they asked her for food.

Kumar somehow conveyed his wife to leave the house along with their three children. Kumar also left his house on the pretext of bringing food and called up the village numberdar Balwant Singh.

“By then security forces had reached Kumar’s house and an intense gun-fight ensued in which one of the three militants was killed,” Singh said showing the pockmarked walls of Kumar’s house.

Another family in the Kumar’s neighbourhood had to hide under a cot inside their house as the shootout between the militants and security forces started. Ravi Kumar and his wife Ritu Devi with their two daughters, aged four months and four years respectively, could not come out of their house till 5pm when the operation was declared over.

All the militants were killed after the shootout.

Poor health of HAL led to collapse of Rafale deal under UPA: Nirmala Sitharaman

The negotiations for procurement of 126 Rafale jets under the UPA government fell through as state-run Hindustan Aeronautics Limited (HAL) did not have the required capability to produce the jets in India in collaboration with French company Dassault Aviation, Defence Minister Nirmala Sitharaman said Thursday.

Sitharaman also said that an unprecedented intervention in 2013 by then Defence Minister A K Antony when the cost negotiation committee was giving final touches to the deal put the final nail in the coffin.

After rounds of negotiations with Hindustan Aeronautics Ltd (HAL), Dassault Aviation felt that the cost of the Rafale jets will escalate significantly if they were to be produced in India, she said during an interaction with PTI editors and reporters at the agency’s headquarters here.

“Dassault could not progress in the negotiations with HAL because if the aircraft were to be produced in India, a guarantee for the product to be produced was to be given. It is a big ticket item and the IAF would want the guarantee for the jets. HAL was in no position to give the guarantee,” she said.

Sitharaman said the weapon systems, avionics and other key add-ons to the Rafale aircraft, expected to be delivered beginning September 2019, will be “much superior” than that negotiated by the UPA, and her government is getting the planes for 9 per cent cheaper than what was earlier agreed upon.

The previous UPA government started negotiating in 2012 with French Dassault Aviation to buy 126 Medium Multi-Role Combat Aircraft (MMRCA).

The plan was for Dassault Aviation to supply 18 Rafale jets in fly-away condition while 108 aircraft were to be manufactured in India by the company along with HAL.

However, the deal could not be sealed. The Congress has demanded answers from the government on why HAL was not involved in the new deal.

Sitharaman said the UPA deal collapsed as HAL did not have the capability to produce 108 aircraft in India.

“Even during negotiation with HAL, Dassault felt that the cost with which the HAL will produce will be far higher than the aircraft produced in France.

That was the reality,” she said.

The defence minister said the then government could have come forward and pumped in resources into HAL, but they did not.

She said she has no intention of undermining HAL, but “why could not the then defence minister say that we will pump in all the required resources into the HAL.

He could have done it.

That was not done,” Sitharaman said, adding that the current government was initiating steps to strengthen the state-run aerospace company.

In 2016, the Modi government signed a government-to-government deal with France for purchase of 36 Rafale jets at a cost of Rs 58,000 crore.

The Congress has been alleging irregularities in the deal.

Rebutting charges of corruption in the deal, the defence minister also asserted that people of the country have put a closure on the issue as they have trust in Prime Minister Narendra Modi.

“There is a trust in the prime minister. He is not going to be corrupt. So with all this, I think mentally, people of India have reached a closure on it, saying there is no corruption here,” she said.

Sitharaman ruled out calling the opposition parties for a meeting to allay their concerns over the Rafale deal, saying they are “throwing an allegation” without any basis as well as showing no concern for operational preparedness of the air force.

In a hard-hitting attack on Congress, she said the party was running short of issues and corruption was a plank on which it utterly failed.

“It is one of the cleanest governments India has ever seen. On corruption, the Congress is very frustrated. The party will have to learn from this government.

“I am saying this with a certain sense of confidence and not arrogance. The defence ministry is being run without any middleman and in a transparent way. We have proved that defence procurement can happen without middlemen,” she said.

On Antony’s intervention, she said he held back the file at a stage where he did not have any role to play.

However, she did not elaborate on reasons for Antony’s action.

The Congress has repeatedly criticised the deal for the 36 Rafale jets, alleging that the government was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government.

Sitharaman said the Rs. 526 crore figure refers to the bare aircraft, capable of just flying and landing, and does not take into account the avionics, arsenal and other associated technologies that make it a complete fighting machine.
