Israeli or French Aesa Radar set to Power LCA-Tejas MK-1A : A Report

India’s indigenous developed Uttam AESA radar is likely to fly after it completes its integration on LCA Tejas LSP-2 soon but Uttam AESA radar might not be installed on next batch of Tejas Mk1A if industrial sources close to idrw.org have to be believed.
DRDO’s LRDE lab which developed Uttam AESA radar has been pushing for use of the radar on 83 Tejas-Mk1A aircraft under development, while Hindustan Aeronautics Limited (HAL) is keen on picking up either Israel Aerospace Industries Ltd developed EL/M-2052 Active Electronically Scanning Array (AESA) or Thales developed RBE2 radar derivative on offer soon.
HAL already has a lot of experience working with SEPECAT Jaguar DARIN III which was equipped with an Elta EL/M-2052 active electronically-scanned array (AESA) radar but HAL did send a Request for Information to global vendors in 2016 which was responded by IAI and Thales.
Thales last October successful tested derivative variant of RBE2 radar installed on Rafale fighter jets, 36 of which India is buying from Dassault for installation on 83 Tejas-Mk1A. AESA Radar developed by Thales is basically an RBE2 radar customised for smaller radome of LCA-Tejas with much lower power consumption while matching or exceeding the performance of Elta EL/M-2052.
Last Week DRDO Chief Dr S Christopher had confirmed that most of the Tejas-Mk1A modification and upgradation has been more or less being frozen and the only thing left was the selection of Aesa Radar and EW suite Pod.
Defence Avionics Research Establishment (DARE) developed Advanced electronic warfare (EW) suite also equipped with a jammer was tested onboard LCA PV1 and will be available for Tejas-Mk1A on a detachable Pod which is attachable to the under-wing of the aircraft, while MK-2 aircraft will have EW Suite on-board.
Tejas MK-1 A will feature four crucial requirements like New Radar (AESA), EW Suite, In-Flight Refueling (IFR) probes and New Beyond-visual-range missile air-to-air missile (BVRAAM). Due to integration issues with Python-5 Close Combat Missile (CCM), MK-1 A will now feature MBDA developed ASRAAM short-range air-to-air missile, while older batches (MK1) will have Russian supplied R-73 CCM as an Interim measure.
Tejas MK-1 A will also get locally developed Astra BVRAAM along with Israeli supplied Derby BVRAAM for long range Air-to-Air Aerial Combat. HAL is also working hard to expedite development of MK-1 A by converting 21st Serial Production MK1 aircraft into MK-1 A so that IAF can have 103 MK-1 A instead of 83 MK-1 A and 40 MK-1.
As per latest information coming in SP-10 will have its first flight by mid of April next month and HAL is also set to start work on SP-15.

IAF war games to tackle Doklam-like crisis

At a time when India is preparing itself for more Doklam-like crisis in the future, the Indian Air Force (IAF) will carry out war games for rapid deployment of troops from one valley to the other in the high mountainous regions along the border with China.
The drill for the rapid transfer of troops from one valley to another to prevent a sudden invasion by the enemy troops along the borders or to meet the need for sending immediate reinforcements is likely to be carried out in the high mountain locations of Dharasu and Pithorgarh in Uttarakhand, government sources told Mail Today.
The Air Force would be conducting these operations during the forthcoming pan-India war game Exercise Gaganshakti, to be held from April 8, where the Air Force would be mobilising almost its entire fleet of combat and transport aircraft along with the helicopters and all the ground-based assets, they said
The war games for rapid force deployment would be carried out using the Mi-17V5 helicopters and the C-130J Super Hercules Special Operations aircraft which can take off and land from very small runways, the sources said.
In Doklam, after India raised objections over the construction of road from Doklam to the Jhampheri ridge in Bhutan citing security reasons, the Chinese activated their troops all along the Line of Actual Control after which India had to deploy more troops in the Ladakh region to prevent any misadventure by the adversary
In the recent times, the Chinese have also activated their troops in the border shared by it in Uttarakhand as there have been many instances of transgressions and air space violation by their choppers.
Sources said the drills would help the forces to be better prepared for tackling similar situations in the future. During the drills, the Air Force would also be carrying out drills to land and take off its fighter planes such as the Su-30MKI and the rest of the fleet from the new Advanced Landing Grounds prepared by the force in Arunachal Pradesh and other areas in the northeastern states.
The mega exercise, which is expected to continue for more than a week, will see the use of the Air Force Special Forces Garuds to carry out sabotage operations beyond the enemy lines and also in tasks to protect its own bases, the sources said
In a major boost to Make in India in defence sector, the Air Force is also planning to deploy the Light Combat Aircraft (LCA) Tejas , which has been inducted into the 45 Squadron of the IAF in the Initial Operational Clearance (IOC) configuration and are being readied for carrying out operational roles in the near future.
The LCA project approved in 1983 has been marred by delays due to the sanction regime of the United States in the late 1990s and early 2000s and delays on part of laboratories of the DRDO.
During the exercise, the IAF will operate its latest acquisitions in a networkcentric environment, achieving very high levels of synergy with the Army and the Navy, sources in the Air Force said.
The exercise will be based on a scenario that included rapid deployment across the country at all operational Air Force bases.

USS Indiana Nuclear-Powered Fast Attack Submarine to be Commissioned at Port Canaveral

The U.S. Navy has announced that Port Canaveral will be the venue for the commissioning of the USS Indiana, a Virginia-class nuclear-powered fast attack submarine. The commissioning date is yet to be announced, but it is projected to happen by early September.
Port Canaveral was selected over Norfolk, Virginia and Groton, Connecticut to host the commissioning of the 16th vessel of her class, and sixth of the significantly redesigned Block III, including a revised bow and VLS technology from the Ohio-class of guided missile submarines.
This next-generation attack submarine will provide the Navy with the capabilities required to maintain the nation’s undersea supremacy well into the 21st century.
Virginia-class submarines will have enhanced stealth, sophisticated surveillance capabilities, and special warfare enhancements that will enable them to meet the Navy’s multi-mission requirements.
“The commissioning of the USS Indian is going to be an outstanding event for Port Canaveral,” said Canaveral Port Authority Chairman, and retired U.S. Coast Guard Admiral Wayne Justice.
No stranger to submarine traffic, the U.S. Navy completed the Trident Submarine Basin at Port Canaveral in the late 1970s and has played host to U.S. and British subs over the years.
The USS Indiana was constructed by Huntington Ingalls Industries in partnership with the Electric Boat division of General Dynamics in Newport News, Virginia, with the initial contract awarded on 22 December 2008.
Her keel was laid in May 2015, launched on June 9, 2017, and was christened during a ceremony held with Vice President Mike Pence in attendance at the shipyard of Huntington Ingalls Newport News, Virginia.
“This submarine is the most advanced to ever serve America,” said Vice President Pence. “The steel within her skeleton — all 7,600 tons — and the steel in the hearts of her crew form the unbreakable, unshakeable backbone of American freedom.

Cooling off: India, Russia can no longer rely on one another

The re-election of Russian strongman Vladimir Putin for the fourth consecutive presidential term has been hailed by the Indian media as a rebuff to the West. Putin has silenced his detractors, who were opposing him, with a thumping mandate — with 76 per cent of the vote — and in doing so, he has managed to put up a show of vindication that most Russians want him to stand firm against American hegemony and make Russia great again.
Ironically, the dream “to make America great again” became the tagline of American President Donald Trump as well, while he was seeking the mandate for presidency.
“We are a rich country of poor people,” Putin once said, speaking of his “pride in the fatherland”, as he advocated for a strong state as “the guarantee of order, the initiator and main driving force for change”. Somehow, Prime Minister Narendra Modi, in seeking to make a “New India” and pushing his agenda of majoritarian nationalism strikes a chord with Putin.
Even if we choose to make light of the fact that just a month after Prime Minister’s visit to Moscow in June last year, China’s warships engaged in the first-ever joint war games with the Russian fleet in the Baltic Sea and even lighter of the fact that in the same month, Chinese President Xi Jinping visited Moscow where Putin decorated him with the Order of St Andrew, Russia’s highest state award, the reality is that India fares poorly, as compared with the depth of Russia’s bilateral relationship with China. At the same time, India is veering away from Russia and getting supplanted by the US, the pious platitudes sung in favour of ‘eternal’ Indo-Russia friendship notwithstanding.
As it stands today, with Trump smarting under allegations of Russian influence in the presidential polls and the subsequent US actions against Russia, added to the Western sanctions imposed on it, Russia perhaps needs China more than China needs Russia to stand firm against a unipolar global order, led by America and a united Europe overseen by the EU. Russia’s relationship with China, according to Chinese President Xi Jinping, is at the “best level in history”. Xi has visited Moscow more often than any other capital since coming to power in 2012. For India, the real threat is a durable Russo-Chinese-Pak entente which, by the nature of its origin, is dark and insidious. And it happened during the reign of Vladimir Putin.
Russia’s decision to hold its first-ever joint military exercise with Pakistan, days after the Uri terror strike, which left 19 Indian soldiers dead, with Putin at the helm, rankled India to no end. It was brushed under the carpet and the Russians tried to justify it by saying that the “exercise was meant to help Pakistan deal with terrorism”. Actually, Russia’s relations with Pakistan have been looking up since the early 2000s. Observers point out how Russia was acting in tandem with China to promote Pakistan’s ambitions in Afghanistan.
Take two issues that remain sensitive to India’s interests. First, is the emotive issue of India’s admission into the Nuclear Suppliers Group (NSG), steadfastly opposed by China on an exclusionary ground which by extension means the admission of Pakistan. Russia’s apparently unstinted support for India’s membership was later qualified by Russian Foreign Minister Sergey Lavrov, echoing China, by implicitly linking India’s membership of the NSG to that of Pakistan. And the other one was his insinuation to New Delhi to find ways to “benefit from” the Chinese-sponsored Belt and Road Initiative (OBOR), coursing through Pakistan Occupied Kashmir (PoK). That it remained central to India’s territorial claims was lost on him. By supporting the China-Pakistan Economic Corridor (CPEC) through internationally disputed territory and engaging with the Pakistan-backed Taliban, Russia made common cause with India’s regional adversaries.
In the alchemy of shifting strands in the geopolitical affairs, the new Russia under Putin might not find an India ready to lend a shoulder to it in its fight against American power and hegemony, particularly in Asia. During his visit to New Delhi in 1998, Yevgeny Primakov, the then prime minister of Russia, had suggested the possibility of building a ‘strategic triangle’ between Russia, India, and China, as a “viable opposition to American supremacy.” Under Putin though, to have China on board with India against the US is now a pipe-dream. Similarly, as the Russian silence on Doklam showed, India cannot have Russia any longer to counter-balance China. Russia is a very different country today than it was in 2000 when Putin first became the president. Putin had set about restoring the legacy of brute Russia. India’s real struggle is to remain relevant in the rapidly changing scheme of things.

Pakistan opposes India and other G4 nations’ stand on UNSC reform

Pakistan today criticised India and other G-4 nations for seeking expansion of the UN Security Council’s permanent membership, saying proposals that promote “national aspirations” of some member states cannot enhance representative nature of the powerful organ of the world body.
Pakistan’s Ambassador to the UN Maleeha Lodhi opposed the G-4 nations’ – India, Brazil, Germany and Japan – position on Security Council reform during Intergovernmental Negotiations here.
The G-4 grouping has been seeking expansion of the permanent and non-permanent seats of the Security Council to make the powerful UN body more representative and reflective of the changing global order.
The four nations support each other’s bids for permanent seats on an expanded Security Council.
Lodhi criticised the G-4 nations’ position, saying “without prejudice to the Common African Position for representation on behalf of an entire region, we are at a loss to understand how proposals that seek to promote the national aspirations of some member states, can enhance the representative nature of the Security Council, when the region in question, has neither bestowed that privilege on them, nor does it enjoy the right to hold them to account”.
A press release issued by Pakistan’s Permanent Mission to the UN said that the G-4 nations “have shown no flexibility” in their campaign for expanding the Security Council by 10 seats, with 6 additional permanent and four non-permanent members.
It said the Italy/Pakistan-led Uniting for Consensus (UfC) group opposed any additional permanent members.
“As a compromise, UfC has proposed a new category of members — not permanent members — with longer duration in terms and a possibility to get re-elected once,” the statement said.
Noting that representativeness and accountability were two sides of the same coin, Lodhi said the greater the accountability, the better the representativeness and that one cannot co-exist without the other.
“Applied in the context of the Security Council, it is evident that these conditions cannot be met by an expansion in the permanent category,” she said.
“This is acknowledged by UN charter itself, wherein permanent members are identified by name without creating any pretence of regional or equitable distribution,” she said.
Lodhi said that it was in the non-permanent category where the elements of equitable representation were embedded, adding that the reform process itself has to be a membership-driven one.
Earlier, India’s Permanent Representative to the UN Ambassador Syed Akbaruddin, speaking on behalf of the G-4 at the informal meeting on Intergovernmental Negotiations, had called for transparency in negotiations on Security Council reforms, underlining that countries and groups making proposals, specifically on veto and regional representation, should necessarily be named in the documents framed for the discussions.
“Currently, we see several unattributed propositions. Serious proposals made with genuine intent are not orphans without support. Or is it that those who have initially suggested these no longer desire to be associated with them. If that is so, we need to know. If not, we should not be selective in attributing,” Akbaruddin had said at the session on March 27 as member states discussed the paper circulated ‘Revised Elements of Commonality and Issues for Further Consideration’.

Permanent Indus Commission meet begins in Delhi

The two-day meeting of the Permanent Indus Commission (PIC) began here today with India and Pakistan expected to discuss various issues under the Indus Waters Treaty (IWT) during the parleys. The Indian delegation for the annual meeting comprises India’s Indus Water Commissioner P K Saxena, a representative of the Ministry of External Affairs (MEA) and technical experts, sources said.
Pakistan’s six-member delegation for the commission’s 114th meeting is being led by Syed Muhammad Mehar Ali Shah.
The meeting will take place in the backdrop of the continuing tension between the two countries over a host of issues, including the alleged harassment of diplomats.
The PIC is an established mechanism under the IWT, which mandates it to establish and maintain cooperative arrangements for the implementation of the water distribution pact and to promote cooperation between India and Pakistan in the development of the Indus water systems.
Commissioners are representatives of their respective governments for all matters arising out of this treaty.
Pakistan has been expressing concerns over India’s Ratle (850 MW), Pakal Dul (1000 MW) and Lower Kalnai (48 MW) projects — located in the Chenab basin ? contending they violated the IWT, signed in 1960, sources said.
India, however, has been maintaining that designs of these projects are very much in accordance with the treaty.
The IWT covers the water distribution and sharing rights of six rivers — Beas, Ravi, Sutlej, Indus, Chenab and Jhelum.
The treaty specifies that waters from the three western rivers — Indus, Jhelum and Chenab — are reserved for Pakistan, while waters from eastern rivers — Ravi, Sutlej and Beas — are for reserved for India.
The PIC had last met in March 2017 in Islamabad.
The meeting of the PIC is held alternately in India and Pakistan at least once every year as mandated by the treaty.

Defence production: The missing link

The Draft Defence Production Policy 2018 seeks to indigenise manufacture across the entire range of equipment and platforms, in a time-bound manner. The stated objective is to boost defence production from just over Rs 55,000 crore last fiscal to Rs 1,70,000 crore by 2025, including Rs 35,000 crore in exports. But what is left unstated in the policy document is how exactly to shore up innovation and research and development when Indian industry is not exactly forthcoming on new thinking and R&D.
India is heavily import-dependent in defence hardware, and must better leverage the mandated offset obligations on arms suppliers to transfer technology and help local firms absorb it. The policy seeks to build a revamped and cost-competitive ecosystem for defence production with improved ease of doing business, and broad-based sourcing and vendor lists.
Small and medium enterprises and startups would be especially encouraged to foray into the defence sector. The proposal is to map capability and technology in priority areas to step up engagement with industry and build up domestic expertise.
Further, two new defence corridors are proposed, with dedicated clusters to shore up innovative capacity. What is also called for, rightly, is revamped infrastructure for quality control and assurance. Also, close tie-ups and regular interactions with top-end academic and technical institutions are planned, to improve knowledge and creativity.
A new aviation university is planned, and an 80-100 seater civilian aircraft, besides a chip-fabrication plant. It remains to be seen how and to what extent innovation can be speeded up in Indian defence production. The point is to incentivise innovation and R&D in industry in general and not strive too hard for a putative innovation enclave in defence.
India needs to spend more on R&D, both government and industry, and involve university departments in the process, so as to make these hubs of creating new knowledge, to underpin sustained research, of the basic and applied kinds, from which defence, too, would gain.

Indian Navy resumes target practice at Netrani Island after govt clearance; environmental hotspot under threat again

Local fishermen and environmentalists got a rude shock on Tuesday, 27 March, when naval warships resumed shelling the ecologically sensitive Netrani Island off the Bhatkal coast of Karnataka. In September 2012, the Indian Navy had promised the Karnataka High Court that they would suspend target practice on the scenic island and, for the past five years, had kept their word.
But the Indian Navy is dogged, and the resumption of target practice suggests that they have secured clearance from the government. “They have gone for an out-of-court settlement with the Karnataka government, which a number of politicians of Uttara Kannada and top officials have helped broker,” says Dr VN Nayak, former director of the Uttara Kannada science centre.
“I do not know how valid it is and, in a proverbial bolt from the blue, one of the judges has ruled that national security is more important than protecting the environment of a small island. It was a one-line judgment,” he adds.
Confirms, SS Nakul, deputy commissioner of Uttara Kannada, “All precautions have been taken to ensure trouble-free target practice of the Indian Navy in the area, as the navy has all the clearances to this effect.”
Netrani Island had been used as a firing range for over a decade when, in April 2011, Karnataka’s former additional director general of police (forests), KSN Chikkerur had visited the island with experts from the local science centre, forest officials and ecological scientists.
He recorded extensive damage to the island’s vegetation due to shelling and found it littered with shells and explosive residues. Chikkerur wrote to the head of the Indian Navy’s Western Command, seeking his help to stop the wanton destruction of the island.
In 2012, environmental activists petitioned the Karnataka High Court to restrain the navy from bombing Netrani Island. That September, the navy appeared before a two-judge bench, comprising Justices Vikramjit Sen and Nagarathna, and gave the court an undertaking not to use Netrani for gunnery and target practice thereafter.
Netrani island is the last remaining island of the Western Ghats archipelago, the rest of the chain having long been submerged. It’s situated 12.5 nautical miles (19 kilometres) from the mainland. The Karnataka Biodiversity Board has since declared the island a biodiversity-heritage site.
At the direction of the court, the district administration mapped the area and determined that Netrani Island fell within the jurisdiction of the Bhatkal taluk panchayat. The panchayat lost no time in claiming it legally and sought to establish its jurisdiction over all activities related to the island, including scuba-diving expeditions.
After the high court intervention, the navy launched a massive clean-up of the island, which was widely appreciated. As a former president of the Bhatkal taluk panchayat said, “It is our navy and they are our protectors, we cannot just ask them to go away. Instead, the government and the high court should have given them an alternative area for their gunnery practice”.
Several Karnataka forest officials have stood up against the destruction of Netrani Island. “It is the last of the Western Ghats archipelago islands that survived along with some of the wildlife mentioned in the Schedule I of the Wildlife Act, including the white-breasted eagle, edible-nest swiftlets, corals and few of endangered varieties of sharks. All these were under the protection of the Biodiversity Board,” says an official, who had helped prepare some of the reports that were submitted to the court.
As Chikkerur, whose visit to Netrani brought the issue to a head, remembers, “I had found at least three creatures that demand Schedule I-type protection in the Wild Life Protection Act, 1972. The white-breasted eagle, Olive Ridley sea turtles, a number of corals and sea cucumbers which had been damaged along with sensitive wildlife on both the island and the peripheral waters.”
Nayak told this correspondent that Netrani island also has many other features like water-level openings that lead into the interior of the island, where different varieties of sharks shelter to deliver their young. “But the interior walls of the openings are degenerating and if the shelling continues, I am afraid the walls to the opening may collapse.”
Other marine life in the seas around Netrani Island include nine grouper fish species, the endangered Cheilinus undulates (hump head wrasse) and Rhincodon typus (the whale shark). “The island boasts of two types of coral reefs, seven seaweed species, 12 jellyfish species, six sponge species, 92 finfish species, 17 crab species, four lobster species and three sea-snake species, among others,” says Nayak.
“Elsewhere along the same coast, a rare octopus species, a rare lingula species, a species of hermit crab, five species of starfish, two species of sea urchins, one species of sea cucumber, a sunfish species (called mola mola), three species of endangered sea turtles, three species of sea snakes, three species of dolphins and four species of whales have been found,” he adds.
This stretch of coast is also known for the dolphin-sighting tours operated by local fishermen. It sees a steady flow of foreign tourists who come for the snorkelling and scuba diving as the coral reef around the island is exquisite. But tour operators say they have no problem with the navy’s live-ammunition practice.
A forest official says that, in any case, the navy has asked permission to use only a small portion of the island for target practice. “They have even promised to clean up the debris after every target-practice session,” he says reassuringly.
